Basic insurance rates for automobiles are dropping. The Automobile Insurance Rate Board is reducing the rates for mandatory insurance by five per cent. The reduction takes effect November 1. The price of optional coverage, like collision and comprehensive isn't included in the reduction because it is not regulated by this board.
